I still don't understand if cross-posting is bad behaviour or not. If
it is not, then it hasn't been justified why a single mailing list is
needed. If cross-posting is indeed not bad behaviour then there are
other ways to keep it in check.

Using a single medium may create high volumes of traffic and increased
number of unnecessary emails delivered. A lot of issues are discussed
locally and since it is archived, it is accessible to members of other
mailing lists as well. Cross-posting can be used to engage more people
in discussion but that isn't always the case. One may argue that using
linuxquestions.org (or other such medium) might be an even better
choice since it has a global following.
