I still don't understand if cross-posting is bad behaviour or not. If it is not, then it hasn't been justified why a single mailing list is needed. If cross-posting is indeed not bad behaviour then there are other ways to keep it in check. Using a single medium may create high volumes of traffic and increased number of unnecessary emails delivered. A lot of issues are discussed locally and since it is archived, it is accessible to members of other mailing lists as well. Cross-posting can be used to engage more people in discussion but that isn't always the case.
