I can agree with this provided `defer' means that our specification says
`Documentation: To Be Done'. I've seen projects suddenly lose
documentation as a goal merely by omitting it from the specification
and then having everyone agree after the fact that each package will
be documented in its own way.
I think a Scribble-like solution would be an excellent choice.
