We've added "ilbadm shutdown" for support of SMF (among other things) to 
the list of subcommands.

for background: as expected, this command will terminate the ild daemon and 
deactivate all rules in the kernel. Here's where I'd like some feedback:

- should "shutdown" cause all rules to be marked 'inactive' in (or even be 
removed from) persistent storage, ie, when ilbd gets restarted, what is the 
expected behaviour:
   a) all the rules that were present before the shutdown command will be 
active again
   or
   b) no rules will be active (or even present in the kernel).
   c) ???

My personal preference would be a), but as I said, please give me your opinion.
