Conrail most certainly did shut down for Christmas and Thanksgiving,
at least for the past few years.  Now if you define a shutdown as
absolutely zero trains and unmanned DS desks, well, then OK.  But
when Avon is shut down, all locals annulled, all TV/Mail trains annulled,
and only one or two road trains run in a 48-hour period (usually getting
crews back to their home terminal), I call that a shutdown.
