If the program starts as a service, it will be automatically restarted
every time you kill it. On a Debian system you can stop,restart etc
the service by

sudo service wvdial stop|restart|start

etc

If the "service" command is not available on your box, you need to
find the initialization script in /etc/init.d folder, I think. Look for
files
that are named similar like wvdial.
