I see your reason to do this is lack of internet in the host machine. Pick your fav os and install it. Move local package cache from any existing machine to the newly installed machine. This might work better for you than picking a new OS. Package cache path should be /var/cache/pacman/pkg or /var/cache/archives or something like that.
