OP - will help if you post an ASCII diagram of your network. If both links terminate on the linux machine: Better way would be to have 2 default routes with equal or weighted cost balancing turned on. see http://www.lartc.org for more help. More robust than checking links using methods like ping as those replies are turned off in many cases. It looks like the person using this needs to know a lot more than what OP wanted to do. This package includes shorewall, wondershaper etc which require some good networking knowhow and scenario conceptualisation. Rare to find unless one has tinkered around these by hand.
