Need not be ownership of a project..  In many projects, the skill set would
be required from multiple streams..  for eg, a web project using PHP may
require skill sets of a designer, and that of a tester.  A project owner
will take responsibility of setting up Git, issue tracker and other
modalaties and he will lead the developers..  and a co-ordination team for
this ILUGC will just co-ordinate different set of people/projects, so that
they share resources, ideas or skillsets..

Co-ordinators need not go for voluntary services, or start new projects..
