I think that’s quiet difficult. Because people simply don't know how many
email accounts one has. I think one must submit his passport or some
details to the moderator before being let into this mailing list. In that
way duplication and reincarnation can be stopped.

Or a small fee could be charged for each member on a monthly basis.
