In an attempt to induce my then 10-year old niece to learn programming, I
did some research, and got a copy of Squeak -
http://www.squeak.org/Unfortunately the DVD lay unused for a long
time, and she eventually lost
it without having tried it even once. So I can't speak for its
effectiveness.

Anyway, the project appeared highly promising. You should definitely check
it out and compare against other options.
