Yes.
    configure --with-socks5

You need the appropriate libraries.  Also check if the firewall
supports SOCKS 5.

Where _are_ you?

You can forward all your mail to hotmail, and use the gotmail script
to fetch mail trough an HTTP proxy.

I can try building a .deb of fetchmail with SOCKS if you need that.
