If you do have a SOCKS5 proxy running you can use fetchmail behind it.
One possibility is to recompile fetchmail with SOCKS support.
However, an easier method, if it works, would be to use a socksify or
similar shell script to run fetchmail with.  Socksify & co. do exactly
what the name implies: make a normal network-aware executable act like
a SOCKS-aware program.

Dante (search for it) has a program with similar functionality, don't
remember if the name is socksify.

To check whether your proxy is running SOCKS or not, try telnetting to
port 1080 of the proxy server.  If it connects it probably supports
SOCKS.  It's also probably a badly-br0k3n ISA or similar MS
implementation, but then one can't ask for everything!
