Also, I have no clue why traceroute is not working either? I thought traceroute only uses UDP probes to a very high (generally unused port) by default. How has it been affected by these?

The problem is that these guys have blocked all ICMP messages, not just the echo/reply messages.
So, even the ICMP port unreachable messages for the traceroute UDP probes aren't getting through.
