Is there any way where I can configure BIND 9 (or even DJBNS) to act as
a caching nameserver, add my ISP's DNS address as forwarders and to
serve my local domain so that qmail can work?

what yu want is only a dns setup which resolves your internal.mydomain.com. checkout the dns howto at http://www.tldp.org (HOWTOs section), and set reverse resolve too.

In BIND's /etc/named.conf setup forwarders as your ISP's DNS servers and in your /etc/resolv.conf only specify your own dns server i.e. 127.0.0.1

then it should work without any problems
