Sending external emails will require access to an smtp server . you may consider blocking his access to an smtp server and allowing access to a pop / imap server.

not sure on the sendmail config . On qmail systems there is a file /var/qmail/databytes where you can put the size in bytes.
Environment is RH 7.3 / sendmail-8.11.6-27.73
