Hi, I am on Hotwire's network. I see a peculiar thing happening during my downloads.
Whenever i download things, i see a sudden "starting" speed bursts, which start from 45-50 kb(bytes)ps, go on decreasing every 500 milisecs or so & become steady @ my usual 7.5 to 8 kbps. What is this? Why is it happening if my account is configured to be @ 8 kbps?
