You seem to be getting a burst because modern browsers (like Firefox)
start the download in the background as soon as you click on the link.
So while you're answering questions in the pop-up dialogue boxes about
open/download and where to save the file, the download has already
started.  When the download manager window opens it seems like you're
getting more bps, but actually the speed is just the download manager
trying to rationalise the portion that has come in before it opened.
