For IPv6, its ip6tables, not iptables.

Are you sure, you're mean _IPv4_ address being assigned when dhcp6c
failed to assign the IPv6 address, hmm...?

If you mean IPv6, not IPv4, which is some fe80::/10 address, then
thats IPv6 link-local address.

Or if you meant IPv4, then what kind of IPv4 address that is ? If
something like 169.254/16, hmm... ? then thats, IPv4-link local
address or APIPA (Automatic Private IP Addressing, Microsoft's name of
IPv4 link-local)[1]. avahi-autoipd[2] of Avahi[3] is responsible for
IPv4-LL in GNU/Linux and *BSD
