First off, why should a LUG list care? To answer your question - yes it clearly IS created by someone at Microsoft. It has to be, technically, since its a sub [-sub-sub-sub-sub-sub] domain. Might just be a tactic to spur attention on the blogosphere, the press and on places which otherwise wouldn't care at all? (e.g. - LUG mailing lists) ;)
