well neelam,

1. To increase bandwidth: bonding over two interfaces via two different
two internet connects with your linux as a router, use "nexthop eql"
option on "ip route".

2. To reduce bandwidth for the entire lan: bandwidth throttling on
linux requires you to configure routing policy,  tc qdisc and queuing
policies, class based and classless queuing policy.

3. redundant routing for server failover: try a virtual router (vrrp).

4. policy based/differential routing: get back to using ip route and
priority pools.

5. throttling simple web access, use squid + limits that it provides,
e.g, number of concurrent conns, filters, and hazzar other effects.


All in all if are on linux for managing a network, well, your luck just
hit the fan ;).
