This is quite normal. I have never used the joystick port
behind any of the PCs I have owned, yet no one ever offered
me a discount if I took a machine without it. Their costs
do not go down, which is why, if you do not accept their
EULA, they will refund what you paid for the Windows
Licence. Show them the line on the Invoice that says "MS
Windows XP Home - Rs 7500", they will honour (perhaps). But
without this, the Windows is being given to you bundled, at
no extra cost, and that is exactly what you get back if you
do not accept the EULA.

We have started piloting the new Linux PCs. C3-800MHz,
64MB, 20GB HDD, Modem, LAN, KB/Mouse, Audio. If all goes
well, under Rs10,000. Chuck in a CD for another 1000.
Linux, an RH/Debian derived version (derived, because we
want to accentuate certain icons like OpenOffice) preloaded.
First PCs are being pounded upon by staff kids. I could
arrange a couple of them for loan at an ILUGD meet, if
someone gives me feedback later.
