While it's not perfect, you can do this. Simply set the default to your 
"preferred" style of email (which I would hope is Plain Text) and then, 
whenever you wish to reply or compose in Rich Text, just press 
Shift-Command-T. For that message alone, you'll be working in Rich Text.

I suppose it would be nice to have it controlled by, say, an Address 
Book pref -- but 95% of the time Plain Text covers what you need to do 
to reply to people who write you (even if they have used Rich Text) so 
for those rare occasions when you really NEED to reply in Rich Text, 
shift-command-T oughta do ya.
