I had that happen to me. Data was literally just trickling in at about 50
bits/s, and data transfer often stalled. It could momentarily hit about 2000
bits/sec, but only for a short while. I called phone company to check the
line, and they said it was ok. I called the ISP and they said no one else
called in with the problem. Turns out that my modem was fried (probably
during a thunderstorm or something). After replacing the modem, everything
was good (except my wallet, that is). I've also purchased a phoneline surge
protector to try to prevent a recurrence.
