Custom install, OS 9

A friend is having a problem with the Apple Menu Options control 
panel that leads us to believe that it is corrupted. If he does a 
custom install, can he go right down to the particular control panel 
or does he have to reinstall all of the control panels?

I remember reading, either here or somewhere else, that there is a 
utility that would let you extract individual files from the 
installer cd without having to boot-up from the cd. Does anyone know 
what it is? Could he use it to get the Apple Menu Options Control 
Panel and drop it in the System Folder?
