Just started having the same problem after there was a power loss to my
iMac 700mz running OS X 10.3.6 ,Actually the computer was powered off
while I was in NY for four days but the dogs managed to disconnect the
power cable. I'll be talking to Apple about this sometime later today.

A partial work around for the time being is instead of starting the
connection by double clicking the phone icon is try starting the
connection from the "open Internet Connection" window. Make sure you have
the modem set to allow you to hear it dial out. What I'm hearing is a
different tone then normal after the connecting to internet scrolls across
the top for about a minute. Seems as if it's trying to setup for a fax
instead of connecting to the internet. Then the connection drops, (since
the PPP didn't either send a recognition signal or receive one). Then
tries dialing again. Eventually it connects. Fortunately I have a
dedicated phone line so I can leave it connected.

If anyone having this problem tried connecting with a external modem
instead of the internal modem?
