Can anyone shed any light onto it. The G4 is running Panther 10.3.9 and the G5 is running Tiger 10.4.2, but if this was an OS problem then wouldnt the write speed also be slow.

Fully buffered read vs blocked write.  *shrug*

Could be that Tiger is using jumbo packets if you're running the NIC at 1 Gbps? (guessing)

Might be interesting to do some timings by just copying gigantic files from one drive to the other. Eliminate Retrospect from the equation.
