Most likely, a new hard drive would help. Usually, the drives

drive.
By the way - no slot loading iMac has a fan. The optical drive
and hard drives are the only moving objects. Maybe you got an
unlucky noisy drive.
Are you sure there is no fan? I replaced a hard drive in one of
these once, and the noisy whine continued. If there is no fan,
then there must be something on the power supply that starts to go
bad and make a lot of noise. I know for a fact I didn't get
unlucky and get a new drive that also made the whine, because it
was the exact same sound. If the hard drive was the culprit, there
would have at least been a slight change. I also know that it
wasn't the optical drive because I never had a disc in it and the
sound began the instant the iMac was turned on and continued until
shut down. Any ideas?

Factory stock slot-loading iMacs do not have a fan or fans of any
kind. I've dismantled enough to guarantee the truth of this
statement. The hard drive and the optical drive contain the only
moving parts. You may be hearing a squeal from some of the electronic
components on the PAV boards. But I suspect you're hearing hard drive
bearing noise ... again.
I've got a 500 MHz DV iMac with the original 30 GB hard drive. It
makes a turbine-like whine noise that's extremely irritating. So I
replaced it with a 7200 rpm 60 GB Maxtor with a FDB (fluid drive
bearing). It's lots quieter, but in an otherwise silent room I still
can hear the drive bearing noise when it's running, as well as little
beeps as the drive's electronics do their stuff. I've used other
manufacturer's FDB 7200 rpm drives, with similar results.
