Even without knowing for sure what the cause is, I can assure you it's a problem. Protect your data.
If the whine is constant and rarely flucuates from the moment the machine is turned on, then it's probably your power supply trying to signal you that it's getting ready to die.
If it doesn't happen immediately upon startup but once the machine is warm, then it could be a capacitor slowing giving out (probably on the logic board) or perhaps a stuck fan. It could even be a bad HD spindle, I suppose.
In any event, it ain't good. Even if it takes a while for the suspect component to finally die, don't take any chances. In your shoes, I would get out (or obtain) a Firewire external hard drive, make a complete clone of the boot drive, and then update the clone daily (SuperDuper is a great tool for this purpose, and only $20!) until the problem finally worsens.
Meanwhile, check on your AppleCare coverage (if you have it), or start saving for either repair costs or replacement costs.
