You can't connect a 350 MHz to a Mac Mini and use it as a monitor for the
mini (well, at least not in the way you are thinking).

The 350 (and all slot loads) have no way of really disconnecting the CRT
from the logic board and connecting it to another source. The 333 and
lower tray load models can do that (although to do so, you are 100% at
your own risk, just because you can physically connect the CRT to another
video source doesn't mean the whole setup won't fry itself when you do
it... it probably would work, but because the iMac wasn't designed for
it, there is no saying how it was wired electrically and how it will
react when another independantly powered video source is connected to it).

If you want to use the 350 or any other slot load as a monitor for the
mini, you would need to have some kind of video capture device that
displays the mini in a window on the running 350. The other option is to
hack yourself up a cable that connects directly to the 350's CRT video
cable. This will prove to be MUCH easier said then done as there are some
goofy issues on those models with them refusing to power up unless the
CRT circuit is complete thru the logic board (in other words, not only do
you need to find the appropriate pinouts for the cables involved and then
create a video adaptor, you would ALSO need to create a way for the power
sense to be bypassed and fooled into thinking the iMac is connected as
designed so it will power up).

Not knowing why you are trying to do what you are doing, I can't say if
there is a better solution. I can say if all you are trying to do is
recycle the CRT out of an unused iMac, I'll advise you to sell the iMac
and invest that money into buying a 17" PC VGA monitor (they sell new for
around $70 now) or better yet, a 17" LCD monitor (they sell new for
around $150 now). If selling the iMac and/or buying a new monitor isn't
an option, drive around your town on the next bulk curbside garbage
pickup night. I bet you'll find at least one perfectly fine working 15"
VGA monitor sitting in the trash.
