Check the drive's capabilities - both by its actual specs and by
looking at it with System Profiler.
Does Toast explicitly support that particular drive at the higher speed?
Does it burn at faster speeds if you use a different tool, such as
Finder or Burn?
Try different media.
Try cleaning it...
