I just tested on the Mitosis sample with a fully up-to-date Fiji, with an "X Location" of 20 and "Y Location" of 35, and the paints the text offset from 0, 0. I also tried with the "Overlay" checkbox enabled, and it creates the overlay offset from 0, 0 also—although there is a bug where the overlay offset and drawn offsets are not fully aligned, maybe due to treating the "Y Location" as top vs bottom of the text. Can you record a macro of the command you are using, and paste it into a reply here, so that we can reproduce?
