Thanks Curtis for this useful information. I succeeded to fresh-install both ImageJ and Fiji on MacOS 15.1.1 (Sequoia). Hopefully you and Wayne will succeed to get the apps signed & notarized, so that one can full-heartedly recommend them to any user.
