I guess the user table is accessed at this points, at least:

SMTP AUTH  (sending mail)
POP3 login (reading mail)
web msging login

would go the user table more than the first time.

It depends on how many users are asking for authentification at any 
one time, and that includes not only web msgsing, but also users 
doing SMTP AUTH and POP3 authentification.

For 10's or 100's of simultaneous web msging users, the top problem 
is not login but elsewhere.
