FWIW - Setting the "User cannot change password" option in the IMail Admin
console does not seem to have an effect on the Change Password menu item
being displayed.  

Commenting out the change password section in chgsign.html seems to turn the
Change Password menu item into a no-op, even though it still appears in the
menu, which is ok with me.  I was mostly concerned with students going
through the change password dialogue only to find that nothing happens and
them ending up as confused as our Floridian voters.  The thought of a line
of weeping students at my door is just more than I can take.  :-)  

BTW - Does anybody else see this issue of not being able to change passwords
when using the NT database as a problem?

The option is in the chgsign.html file... you can either delete it, or
comment it out. Alternatively, I believe that if you check the "User cannot
change password" option in the IMail Admin console (you can make that change
on all domain users at once from the domain | General tab), then the option
will be hidden automatically.
