The Pop-up window is the mailbox size limit warning, which you can re-write by editing the config_MailBoxSizeWarning.cgi file in the KWM directory.
 
It's just telling them to try emptying their trash directory as a suggestion to reducing their account size; there's no way to know if they actually have a Deleted folder.
 
The Deleted folder is one of IMail's 4 default folders, and is automatically created when the user's prefs specify to move messages to the Deleted folder when deleting (not the default pref). That's why you can't create one.
 
What do you have set in your config_MailBoxSizeLimitKB.cgi file? If you don't want users to get size warnings, just set it to 0, and set the config_MailBoxSizeDisplay.cgi file to 0, too.

My customers are complaining that a window pops up telling them to empty the deleted folder, but no Deleted folder is showing..How do I correct this problem?
 
Also, I logged into the users acct, and seen this, so I tried to create a delteted folder, but it wont let me stating it already has one, but it dont show it...
