When logged in with an account that has host admin rights (and not Imail
sys admin rights), when on the User Administration window, the following
occurs:

1.  I notice an unusual "-" just above the table (on a line above "User
Administration").

2.  "Current Domain" is accurate; however, "User Count: 0 out of 0
allowed" is displayed even though a maximum user count has been set (via
the IMail Administrator interface) and multiple accounts are in use.

3.  User is permitted to continue adding accounts up to the maximum,
although the counts continue to display zeros.

If the user account has the additional Imail system admin rights, then
the feature works properly (and there's no odd "-").  I've tested this
across multiple domains with the same results.

Please advise.  Thanks!
