Since it's an IMail bug, we don't have much control over it. I'm not sure
if it's changed in v7 or not. The templates don't know what kind of user
database you've got in place, so we can't conditionally show different
content on the change password page.
You can, however, modify the content of the chgpass.html file, to add a
link to an NT-friendly password changing page, or a link to your sysadmin
email, or whatever you thinks appropriate.
