[imail] mailwelc.txt problem

I am running multiple domains on Imail 6.06.  One of my users who has admin rights to his domain is trying to edit his mailwelc.txt file for his mail domain.  When he made the changes through the web interface it changed the mailwelc.txt file located in the root of the Imail server.  I did create a separate Web directory for his domain but for some reason it doesn't want to change the file located in his mail domain's top directory.  Has anyone seen this before?   Thanks
