The only safe way to accept mail for relay is to accept it from a trusted
source. If it doesn't come from a trusted source, it could be a spammer,
so you don't want to relay it.
There are 2 ways that you can usually trust an E-mail client that is trying
to relay mail. Either based on their IP address (if you control the IP
address, you know it is one of your users), or using SMTP AUTH. Any other
method is (such as the return address) can easily be forged and is not
reliable.
So yes, if you use NO MAIL RELAY, your users will need to use SMTP AUTH to
send mail outside of your server. The only other option would be to use
"Relay for Addresses", and then you could the IP addresses for some users
there, and everyone else would need to use SMTP AUTH.
