No, you can email an alias address like bobfax for the user bob and it will send it to a hardcoded fax number or you can allow a message to have a subject line of 4235551212 and it will dynamically send the email to that number.
It has many rules per user to disallow abuse or longdistance. As an example we use it to send Online Store orders for hosted customers to vendors or to the store's fax machine.
