Ron was talking about removing the BCC view from the web templates (if the
BCC field does not show up as an option in the web templates, BCC messages
cannot be sent through web messaging), he was not talking about restricting
them in any way at the server level.

Wouldn't this need to be done at the SMTP level? Not allowing your smtpd to 
distribute the message to the user on the BCC?

Either way, wouldn't it be possible to make a filter/rule to catch any 
message with a BCC? (as it comes in, I presume).

Just guessing, I've never really played with blocking BCCs before.
