Huh?

You  mean  POP3 and SMTP over TLS with IMail? Playing with that is not
going to get you anywhere--it just isn't supported.

We  like  them  fine.  Of course, wildcard *incoming* mail will not be
secure,  but  you  knew  that.  Both endpoints need to be committed to
security;   in  general,  digital  certificates  are  much  easier  to
implement,  since they can be implemented gradually at the user level.
With  full  cooperation  and  adequate  budget,  end-to-end TLS can be
accomplished  between entities, and at that point IMail's shortcomings
would not make it a good fit.

"Should"  is  in the mind of the vendor, and I know they have a lot of
stuff on their plate (like, say, spam control).

See  http://stunnel.org for a well-regarded multiprotocol TLS gateway.
You can also use an MS SMTP server for SMTP over TLS.
