I can use the adduser, just not the ones with the period in the name
can be added via the web interface. I am going to look at Robert's
suggestion and see what I find.

You have to change the web template page in order to be able to add a user
via the web interface. I can not remember which page it was, but I made the
change some time ago and it works both via the web interface and IMail
Administrator.
