No!   I am trying to allow various people to get at the mail server which runs other functions besides mail, but not let them into that application.  Just like you can password protect QuickBooks, or Word documents - is there a way to password protect the IMail server app?

I'm not sure I've got the point here, but I think one should password-protect THE SERVER machine itself! :-)
 
As a workaround for your concern, I would suggest you convert the file system where IMail is installed to NTFS, and then set Read/Execute (RX) permissions on iadmin.exe only for allowed users (usually those who are in the Admin group).
