Or.....
How about the option to reject html email along with a 'canned' message
(similiar to the welcome or help messages) that states we don't accept html
formatted mail - please resend as plain text.
Even one fstep further, add this as an option the the rules capability for
each user:
Accept HTML formatted message? yes/no
