I thought this was the problem also, but went back to the NT 4.0 system and
it couldn't even restore its own binary backup.
I don't have a lab copy of IMail on Windows 2000 to test with.

The problem maybe in running REGBACK on NT 4.0 and expecting it to be valid
on 2000.
