Your blocking that IP Address in the smtp access list rules. You need to
remove it from there and restart the smtp service.

I have suddenly started getting the following message and am unable to
send
messages from our cold fusion server. We had a power failure and have had
SMTP service stop for unknown reasons twice since.
I've rebooded the server and have sopped and restarted SMTP.
I'm running 8.22 with all the patches.
Here is what I get in the logs
