Well,  you  can't  stop them from entering the e-mail on any site they
want,  but  if  (1) is taken to mean that they can't get any mail from
unknown addresses, then (2) is implicitly covered, no?

W/rules, like Martin said.

This is more tricky, but provided you are verifying the sender address
(meaning  you  are  also  verifying  forged  local addresses), write a
little  batch  file to comment out/export out those usernames from the
Registry during banned hours, then reimport during allowed hours.

In  general,  if you are using some means of sender authentication for
local  submission,  just  make sure that means will fail during banned
hours.
