Well, you can't stop them from entering the e-mail on any site they want, but if (1) is taken to mean that they can't get any mail from unknown addresses, then (2) is implicitly covered, no? > 3.. This is more tricky, but provided you are verifying the sender address (meaning you are also verifying forged local addresses), write a little batch file to comment out/export out those usernames from the Registry during banned hours, then reimport during allowed hours.
