We have cross this problem. Attachment are showed as inline, no attach.gif file 
showing in summary screen.
This problem will occur when attachments are encoded by UUENCODE.
We have old ms-mail 3.2 mail system and it supports only uuencode method, and all 
messages sent from old system -> new system are shown as inline. Sometimes web 
messaging is telling that:

The following binary file has been uuencoded to ensure successful 
transmission.  Use UUDECODE to extract. 
-----------------------------------------------------------------

This happens in ms-mail -> imail but not when sending netscape messanger with uuencode 
method selected.

I dont think that this is a "bug", only feature or missing support. Web-messaging does 
not support well attachments sent by using uuencode.
