I have heard of a similiar situation and if one leaves a single message in
the mailbox (not delete all via Web!), that helped.

I am surprised that changing the POP3 server setting from name to IP makes a
difference! That would imply that there is a problem with DNS resolving that
name. Quick check of DNS shows that your mail server, mail.tvkledu.com, is
NOT the REAL name of the host (connect to SMTP and it shows: 220 X1 NT-ESMTP
Server cefib.com (IMail 6.00 22815-6)). If you change,OEs POP3 server name
to mail.cefib.com, does that have the same effect as changing to the IP
address?

IMail supports both Server and Client Return Receipts. OE can be set to 'ask
before sending' client side (which I use and note that many on the list have
their clients set to send RRs!!) and I can just say No, so it won't send
them.
